The Nuclear Regulatory Commission (NRC) Office of Nuclear Materials Safety and Safeguards (NMSS) is responsible for ensuring public health and safety through licensing, inspection, and environmental reviews of activities involving the use and handling of radioactive materials.

AEGIS has performed a broad range of high-end IT analysis, design, and independent verification & validation (IV&V) services at the NRC. This includes:
  • Requirements Analysis -- AEGIS was responsible for gathering and documenting the requirements for two major systems at the NRC -- the Web-Based Licensing System and the National Source Tracking System. The requirements were documented using industry standard, object-oriented analysis and design techniques. In particular, the UML 'use-case' technique was used to elicit and document the functional requirements of the system.
  • Architecture Analysis -- AEGIS prepared a study of 13 major disparate IT systems at the NMSS that together perform the majority of its business functions. The study examined the current state of integration between multiple systems; identified existing data redundancies and integration opportunities; provided a vision for a future integrated enterprise application space; and provided alternatives and concrete steps for migrating to the future vision.
  • Business Case Development -- AEGIS supported the development of formal business cases for both the Web- Based Licensing system and the National Source Tracking System. Each business case included a Needs Analysis, a Requirements Analysis, an Alternatives Analysis, a System Operations Concept document, and a Project Management Plan. A formal business case is the key element of the NRC's Capital Planning & Investment Control (CPIC) process -- a structured, integrated approach to managing IT investments that is required of federal agencies. The CPIC business case, in turn, is used to support the NRC's OMB Exhibit 300 submissions.
  • Functional Gap Analysis -- AEGIS analyzed the functional capabilities of the General License Tracking System to assess how well it met the actual needs of the users and to present recommendations for closing the gap between current functionality and needed functionality.
  • Structural Analysis -- AEGIS examined and assessed the technical design, structure, and coding quality of the General License Tracking System and presented recommendations to improve the stability and robustness of the system to facilitate its on-going maintenance.
  • Technical Guidance -- AEGIS developed technical guidelines / standards for the analysis, design, development, and maintenance phases of NRC software projects.
  • Technical Audits -- AEGIS performed formal technical audits and IV&V reviews of software release candidates as part of the NMSS quality assurance process. This included ensuring that the changes were implemented correctly on a functional and technical level and that the applicable coding standards were followed.
The NRC continues to rely on AEGIS for high-level IT consulting. The AEGIS team has become known as 'the people' to talk to when the tough technical questions need to be researched and answered.
