CHIPS is a distributed web application that enables the State of Pennsylvania to provide insurance coverage for
children in Pennsylvania. CHIPS handles all stages of the insurance cycle such as application processing and
eligibility determination. The system uses Sybase EAServer on the middle-tier to host Java and PowerBuilder
components, Microsoft ASP.NET on the front-end to build dynamic web pages, and an Oracle database at the
backend.
Ciber, the solution provider to the State of Pennsylvania, turned to AEGIS when they had problems with the
middle-tier development and the application had to be delivered in a short timeframe. AEGIS assumed the technical
leadership role, established development standards, mentored Ciber developers, architected a middle-tier
framework, and delivered the system before the deadline. In subsequent phases, AEGIS assumed some project
management responsibilities and, on the technical front, helped Ciber to build a reporting and scheduling architecture.

The Nuclear Regulatory Commission (NRC) Office of Nuclear Materials Safety and Safeguards (NMSS) is responsible
for ensuring public health and safety through licensing, inspection, and environmental reviews of activities
involving the use and handling of radioactive materials.
AEGIS has performed a broad range of high-end IT
analysis, design, and independent verification & validation (IV&V) services at the NRC. This includes:
- Requirements Analysis -- AEGIS was responsible for gathering and documenting the requirements for two major
systems at the NRC -- the Web-Based Licensing System and the National Source Tracking System. The requirements
were documented using industry standard, object-oriented analysis and design techniques. In particular, the
UML 'use-case' technique was used to elicit and document the functional requirements of the system.
- Architecture Analysis -- AEGIS prepared a study of 13 major disparate IT systems at the NMSS that together perform
the majority of its business functions. The study examined the current state of integration between multiple
systems; identified existing data redundancies and integration opportunities; provided a vision for a future integrated
enterprise application space; and provided alternatives and concrete steps for migrating to the future vision.
- Business Case Development -- AEGIS supported the development of formal business cases for both the Web-
Based Licensing system and the National Source Tracking System. Each business case included a Needs Analysis,
a Requirements Analysis, an Alternatives Analysis, a System Operations Concept document, and a Project Management
Plan. A formal business case is the key element of the NRC's Capital Planning & Investment Control
(CPIC) process -- a structured, integrated approach to managing IT investments that is required of federal agencies.
The CPIC business case, in turn, is used to support the NRC's OMB Exhibit 300 submissions.
- Functional Gap Analysis -- AEGIS analyzed the functional capabilities of the General License Tracking System to
assess how well it met the actual needs of the users and to present recommendations for closing the gap between
current functionality and needed functionality.
- Structural Analysis -- AEGIS examined and assessed the technical design, structure, and coding quality of the General
License Tracking System and presented recommendations to improve the stability and robustness of the system
to facilitate its on-going maintenance.
- Technical Guidance -- AEGIS developed technical guidelines / standards for the analysis, design, development,
and maintenance phases of NRC software projects.
- Technical Audits -- AEGIS performed formal technical audits and IV&V reviews of software release candidates as
part of the NMSS quality assurance process. This included ensuring that the changes were implemented correctly
on a functional and technical level and that the applicable coding standards were followed.
The NRC continues to rely on AEGIS for high-level IT consulting. The AEGIS team has become known as 'the
people' to talk to when the tough technical questions need to be researched and answered.

AEGIS provided technical leadership in the implementation of the Partner Identification & Management System
(PIMS) which is used by the Small Business Administration (SBA) to keep track of thousands of lenders across the
US that are part of its vast network of partners. PIMS enables the SBA to effectively facilitate the process by
which small businesses can get low-cost loans.
AEGIS designed and developed key parts of the PIMS web interface as well as its Java component core middle-tier
layer. AEGIS also designed an integration layer that enabled other SBA systems written in other languages to access
the core PIMS functionality. In addition, AEGIS played a mentoring role throughout this engagement. AEGIS
created system documentation and trained the client's team on the distributed web technologies used to implement
PIMS.

AEGIS.net has worked with the Postal ServiceTM to advance their business class electronic
document submission applications. These electronic submissions allow business class
mailers to interact with the Postal ServiceTM applications in a manner more streamlined
than has traditionally been done.
By focusing on a web service interface to the world, the business class mailers have a
range of platforms they can use to interact with the Postal ServiceTM. The software was
then made available to the IT groups of various Postal ServiceTM customers so they could
build their own systems that interface with it in preparation for final release of the platform.
The advantages of the service oriented architecture (SOA) designed by AEGIS have
been realized in several ways, as older systems have been enhanced to reuse the business
logic core of the web service interface.
