CHIPS is a distributed web application that enables the State of Pennsylvania to provide insurance coverage for
children in Pennsylvania. CHIPS handles all stages of the insurance cycle such as application processing and
eligibility determination. The system uses Sybase EAServer on the middle-tier to host Java and PowerBuilder
components, Microsoft ASP.NET on the front-end to build dynamic web pages, and an Oracle database at the
backend.
Ciber, the solution provider to the State of Pennsylvania, turned to AEGIS when they had problems with the
middle-tier development and the application had to be delivered in a short timeframe. AEGIS assumed the technical
leadership role, established development standards, mentored Ciber developers, architected a middle-tier
framework, and delivered the system before the deadline. In subsequent phases, AEGIS assumed some project
management responsibilities and, on the technical front, helped Ciber to build a reporting and scheduling architecture.

Giant Food is the top supermarket chain in the Mid-Atlantic states. It competes in a mature industry characterized
by fierce price pressures, high labor costs, and low profit margins. A key success factor in the grocery industry
is the control of costs through the efficient use of resources and that's why Giant employed AEGIS personnel
to design and develop the Transportation Management System (TMS).
TMS enables Giant to monitor every step of the distribution process from warehouse loading through delivery to
the stores. TMS incorporates mobile computing intelligence and wireless networks to provide dispatchers with
'total fleet visibility' in real-time. It enables dispatchers to make optimal routing decisions, it streamlines driver
work processes, and it minimizes store delivery delays. All of this leads to a decrease in the overall cost of delivering
goods to the stores.
AEGIS personnel served a variety of roles throughout the life-cycle of TMS. AEGIS personnel helped form the
initial system concept, gathered and documented the system requirements, designed and documented the technical
architecture, developed the system, and provided training and on-going support. TMS has enabled Giant to
streamline its distribution process and has brought industry recognition to Giant. TMS was showcased as the
cover story of a leading supermarket industry magazine, Supermarket Business.

AEGIS was contracted by Tempest Re, a re-insurance company based in Bermuda to manage the design, development
and deployment of the Re-Insurance Portfolio Management application. The application provides comparison
data for multiple business scenarios/simulations. Underwriting information is queried to compute various
risk scenarios on potential profit and/or losses within each scenario. The application performs these queries via
the PowerBuilder front-end with Embedded SQL and DataWindow definitions to remain as DBMS independent
as possible.
The project was managed and staffed by three AEGIS consultants. The AEGIS Project Manager was responsible
for managing the Tempest Re development staff. The project began with two weeks of requirements meetings at
client site. Development spanned 10 months. Work was managed and completed at the AEGIS development
center with two code and deliverable review meetings during the development period. The application was delivered
on-schedule and within budget.

The Army's Deployed Theater Accountability System (DTAS) gives them complete visibility
of all deployed personnel (including military, DOD, civilian, foreign nationals, etc) that are
working for the Army within a given theater of operations.
DTAS consists of many parts, including the DTAS Mobile System (laptops), the DTAS Theater
System (central theater server), and the Theater Manager.
AEGIS was brought in to the DTAS team to create the Theater Manager web application, using
ASP.NET, C#, Dynamic HTML, and Microsoft SQL Server. While the DTAS Mobile
System keeps track of positions and statuses of personnel at the unit level, the Theater Manager
keeps track of the units at the theater level. The Theater Manager allows the Army and
Marines to change their command hierarchy on the fly and assign and manage DTAS Mobile
Systems securely and instantaneously via the web. Following implementation, AEGIS mentored
the DTAS technical staff in their efforts to expand the system.
In addition to our architecture and development effort, AEGIS also provided load and stress
testing services for DTAS. This presented a unique challenge because no COTS product existed
for testing this type of implementation. The testing, therefore, involved design and development
of an effective test harness and a hardware layer comprised of blade servers and specialized
switches to accurately model DTAS Mobile Systems in the field.

The Electronic Military Personnel Office (eMILPO) is an Army PEO-EIS system developed by EDS
for the Army Human Resources Systems (AHRS) program. The system handles personnel transactions
such as mobilizations, arrivals/departures, maintenance of family/medical data, and promotion/
rank history data. The system was designed under a centralized model accessible world wide via the
Army's NIPRNET. It is built on J2EE and deployed on BEA WebLogic.
AEGIS designed and developed several functional modules within eMILPO as a key component of
the eMILPO development team. AEGIS played a critical role in supporting the production deployment
of the eMILPO Data Store, a Cognos-based data warehouse implementation, assisting in the
resolution of technical problems in the vendor's product. AEGIS also provided Load & Stress Testing
services for eMILPO prior to deployment, identifying and resolving a number of potential threats to
performance and stability.

PERSTEMPO is the US Army's system for tracking and managing the utilization of soldiers (the
Personnel Tempo). The Congressionally mandated program ensures that commanders are sensitive to
the lengths of time that individual soldiers are deployed away from home.
AEGIS was introduced to PERSTEMPO in a technical architecture and mentoring role by the software
vendor upon whose platform PERSTEMPO is built. We supported EDS Government Solutions and
Northrop Grumman Information Technologies in the execution of the enhancement and maintenance
of the system. Our role quickly expanded into assisting with project management including risk management
issues and interfacing with other service groups (e.g., Army Knowledge Online [AKO]),
functional domain responsibilities, production system administration support, and revisions to the basic
architecture of the system. AEGIS later worked with EDS to re-engineer the application and merge
its functionality with the Electronic Military Personnel Office (eMILPO) application. This secondary
effort involved detailed analysis and design with the technical team and the user community, presentation
of the design to Army management, oversight of the nine month development and testing process,
and support during production implementation.

AEGIS actively participated in the design and development of Integrated Technology Solution,
a medical asset tracking system for hospitals and health systems marketed by Biotronics (a division
of UPMC Health System). ITS lets users monitor the maintenance and repair records for all
medical equipment in their facilities. In that regard, ITS helps the hospital comply with related
HIPPA regulations.
Biotronics made the decision to migrate the system from its client/server implementation to a
web-based product. The requirements of the new system included limited changes to the user
interface to minimize retraining issues, but fundamental support for centralized deployment and
system management. The selected platform was a J2EE application server using an Oracle database
on the back end. The architecture would involve reuse of mature stored procedures and a
new Java Swing GUI on the front end.
The complete migration to the first phase production deployment was achieved within the budgeted
timeframe with a very small development team. AEGIS' role on the project included architecture
of the system, mentoring of the Biotronics development staff, as well as hands-on coding.
AEGIS took care to listen to the customer with respect toward their existing product, providing
guidance while allowing them to make the decisions for shaping the product into the
form their end-users would value. AEGIS also participated in configuration of the server environment.
AEGIS personnel even traveled to support Biotronics at the trade show where they
unveiled the new and improved system to rave reviews.

AEGIS provided technical leadership in the implementation of the original portal web site of the
UPMC Health Plan, western Pennsylvania's largest health insurance provider. The project was
completed in a very short time frame as the customer raced to achieve a competitive advantage in
their marketplace. AEGIS's role included both design and development of the system. We also
provided delivery of the system, installation, and training for the technical staff. This was the
world's first production implementation of the chosen vendor's portal product introducing additional
challenges. Key to the success of this project was AEGIS' Test Center. We utilized the services
of the center to troubleshoot a number of problems that arose while the underlying product
platform remained in beta form. AEGIS interfaced directly with the vendor to resolve these problems
on behalf of UPMC Health Plan.

AEGIS.net has worked with the Postal ServiceTM to advance their business class electronic
document submission applications. These electronic submissions allow business class
mailers to interact with the Postal ServiceTM applications in a manner more streamlined
than has traditionally been done.
By focusing on a web service interface to the world, the business class mailers have a
range of platforms they can use to interact with the Postal ServiceTM. The software was
then made available to the IT groups of various Postal ServiceTM customers so they could
build their own systems that interface with it in preparation for final release of the platform.
The advantages of the service oriented architecture (SOA) designed by AEGIS have
been realized in several ways, as older systems have been enhanced to reuse the business
logic core of the web service interface.

ValueOptions is a leading provider of managed behavioral healthcare services. Their IT business
runs on an AS/400 system called MHS. AEGIS provides J2EE architectural guidance/
development expertise/technical leadership to the enterprise wide effort for web-enablement
and modernization of ValueOptions' multiple services to different user bases.
Using IBM WebSphere 5.1 (running on IBM AIX) as the J2EE platform, multiple web enabled
J2EE applications are being developed. The enterprise wide effort is based along the lines of
Service Oriented Architecture. Core Services (that provide access to enterprise resources/
data) are identified and built once. These Core Services can then be used by any number of
customer service (internal)/self service (external) applications, even future applications. Since
Core Services provide an EJB interface and a Web Service interface, they can be used from
any platform.
AEGIS helped realize the client's vision of building reusable services. Once the architecture
was developed and agreed upon, AEGIS established a common framework for developing J2EE
applications and the team is now developing the applications based on the common framework.
AEGIS also performed load/stress testing to validate the architecture and help the client
with capacity planning efforts.

AEGIS developed the application architecture for a health care facility operations and productivity budgeting
and management system for WPAHS. The client had a very clear vision of the requirements for the application
and the business processes it needed to encompass. The AEGIS team listened to the customer and
crafted a technical solution around those requirements that would enable ease of development and maintenance
while also achieving fast time to market. We assisted in the evaluation and selection of the hardware
and software platforms. AEGIS went on to develop the framework and core functionality of the system and
to mentor the client's development team in how to proceed with development of the remaining modules.
Implementation of the system has saved the health care system's profitability by allowing them
to maximize efficiency of their staffing levels.
